Minister presents guidelines on using AI in public administration

Volker Wissing, the Minister of State for Digital Affairs, has presented guidelines at the Authorities‘ Management Conference at the Federal Ministry of Digital Affairs and Transport (BMDV) on how artificial intelligence (AI) can be used for technical and administrative tasks within his sphere of responsibility. Under the title „Innovation, Trust, Technology, Sustainability,“ Minister Wissing emphasized in his presentation that he wants to implement this concept in all 19 subordinate authorities of the BMDV.

The proposed measures include, among other things, improving the data basis, creating more room for testing and development, and promoting the development of skills among employees. AI applications are already being used today in the BMDV’s area of responsibility, for example, to improve the prediction of water levels, model traffic data, and forecast the weather.

In order to further expand the use of AI, the heads of all BMDV authorities have launched the internal network „KINet.“ This network will be used to exchange experiences and best practices in order to identify and overcome obstacles to the use of AI. In addition to the authorities, employee representatives and other bodies are also involved in the new network.

Minister Wissing expressed clear expectations of the heads of the authorities: he called for bold, fast, and value-creating actions in the use of AI, always taking into account the legal framework. The Minister of State for Digital Affairs also emphasized the importance of trust and sustainability in the introduction of AI applications. It is important to take advantage of the benefits of the technology, but also to consider possible risks and handle them responsibly.

The Minister of State’s initiative has been met with positive feedback. Many see it as an important step towards advancing the use of AI in public administration and increasing the efficiency and quality of governmental work. It remains to be seen how quickly and to what extent the Minister’s guidelines can be implemented, but the path seems to be paved for an increased use of artificial intelligence within the BMDV’s sphere of responsibility.
